In a stealth maneuver, President Bush has signed into law
a provision which, according to Senator Patrick Leahy (D-Vermont), will actually encourage the President to declare federal
martial law (1). It does so by revising the Insurrection Act, a set of laws that limits the President's ability to deploy
troops within the United States. The Insurrection Act (10 U.S.C.331 -335) has historically, along with the Posse Comitatus
Act (18 U.S.C.1385), helped to enforce strict prohibitions on military involvement in domestic law enforcement. With one cloaked
swipe of his pen, Bush is seeking to undo those prohibitions.
Public Law 109-364, or the "John Warner Defense Authorization Act
of 2007" (H.R.5122) (2), which was signed by the commander in chief on October 17th, 2006, in a private Oval Office ceremony,
allows the President to declare a "public emergency" and station troops anywhere in America and take control of state-based
National Guard units without the consent of the governor or local authorities, in order to "suppress public disorder."
This is available on Google video too, but
because a few people simply still don't "get it" when they watch the footage from the Indiana Grove camp, let me spell it
out with this one.
We'll be cleaning up Bush's mess long after his scheduled
abdication on January 20, 2009. But the trillions of dollars in national debt he has run up and his two losing wars will drain
our economy for decades to come. We've provoked a new generation of terrorists. Yet even more damaging and nearly impossible

Shortly after 9/11 Bush began the first of a long series of power grabs that have

order granting himself the right to declare anyone in the world, including a U.S. citizen, an "enemy combatant"--without proof--and
order him assassinated. Violating federal law and privacy rights, Bush authorized the NSA to listen to our phone calls and
read our e-mail. FBI, CIA and HomeSec goons "disappeared" thousands of people into a horrible new matrix of concentration
camps and secret prisons. On October 17, 2006 Bush signed the Military Commissions Act. The new law, scarcely mentioned
in the media, is breathtaking for the breadth of its attack on basic rights. Under the MCA either the president or the secretary
of defense may declare you an "enemy combatant"--as usual, without proof. Under that designation you may be jailed, without
the right to an attorney, for the rest of your life. You can even be tortured. Your U.S. citizenship can't protect you. And
it's all "legal."
The U.S. Department of Homeland Security has proposed a system which
will in essence make it mandatory for you to have permission before leaving or entering the country, effectively putting everyone

A new report by the U.S. Army War College talks about the possibility of Pentagon resources and troops being used should the economic crisis lead
to civil unrest, such as protests against businesses and government or runs on beleaguered banks.
“Widespread civil violence inside the United States would force the defense establishment to
reorient priorities in extremis to defend basic domestic order and human security,” said the War College report.
The study says economic collapse, terrorism and loss of legal order are among possible domestic shocks
that might require military action within the U.S.
International Monetary Fund Managing Director Dominique Strauss-Kahn warned Wednesday of economy-related
riots and unrest in various global markets if the financial crisis is not addressed and lower-income households are hurt by
credit constraints and rising unemployment.
U.S. Sen. James Inhofe, R-Okla., and U.S. Rep. Brad Sherman, D-Calif., both said U.S. Treasury Secretary
Henry Paulson brought up a worst-case scenario as he pushed for the Wall Street bailout in September. Paulson, former Goldman
Sachs CEO, said that might even require a declaration of martial law, the two noted.
State and local police in Arizona say they have broad plans to deal with social unrest, including trouble
resulting from economic distress. The security and police agencies declined to give specifics, but said they would employ
existing and generalized emergency responses to civil unrest that arises for any reason.
“The Phoenix Police Department is not expecting any civil unrest at this time, but we always
train to prepare for any civil unrest issue. We have a Tactical Response Unit that trains continually and has deployed on
many occasions for any potential civil unrest issue,” said Phoenix Police spokesman Andy Hill.
“We have well established plans in place for such civil unrest,” said Scottsdale Police
spokesman Mark Clark.
Clark, Hill and other local police officials said the region did plenty of planning and emergency management
training for the Super Bowl in February in Glendale.
“We’re prepared,” said Maricopa County Sheriff Deputy Chief Dave Trombi citing his
office’s past dealings with immigration marches and major events.
Super Bowl security efforts included personnel and resources from the U.S. Department of Homeland Security
and U.S. military’s Northern Command, which coordinated with Arizona officials. The Northern Command was created after
9/11 to have troops and Defense Department resources ready to respond to security problems, terrorism and natural disasters.
Northern Command spokesman Michael Kucharek and Arizona Army National Guard Major. Paul Aguirre said
they are not aware of any new planning for domestic situations related to the economy.
Nick Dranias, director of constitutional government at the libertarian Goldwater Institute, said a
declaration of marital law would be an extraordinary event and give military control over civilian authorities and institutions.
Dranias said the Posse Comitatus Act restricts the U.S. military’s role in domestic law enforcement. But he points to
a 1994 U.S. Defense Department Directive (DODD 3025) he says allows military commanders to take emergency actions in domestic
situations to save lives, prevent suffering or mitigate great property damage.
Dranias said such an emergency declaration could worsen the economic situation and doubts extreme measures
will been taken. “I don’t think it’s likely. But it’s not impossible,” he said.
The economy is in recession. Consumer spending is down, foreclosures are up and a host of businesses
are laying off workers and struggling with tight credit and the troubled housing and financial markets. The U.S. Federal Reserve
Bank and U.S. Treasury Department have pumped more than $8.5 trillion into the economy via equity purchases of bank stocks,
liquidity infusions, Wall Street and bank bailouts and taxpayer rebates. U.S. automakers are seeking more than $14 billion
in federal loans with fears they could fall into bankruptcy without a bailout. The U.S. housing and subprime lending-induced
recession also has hit economies in Europe, Japan and China.
Gov. Janet Napolitano’s office declined comment on emergency planning and possible civil unrest.
Napolitano is president-elect Barack Obama’s pick for secretary of Homeland Security, an agency that oversees airport
security, disaster response, border security, customs and anti-terrorism efforts.
As governor, Napolitano sent National Guard troops to Palo Verde Nuclear Generating Station in 2003
in response to terrorism threats.
Glendale Police spokesman Jim Toomey said the West Valley suburb developed new emergency plans with
the approach of Y2K computer changeovers leading up to the year 2000 and police have updated those plans several times including
after 9/11. Toomey said strategies to deal with public unrest usually involve deploying personnel and equipment to deal with
specific incidents while still providing usual services.
The military campaign is recruiting workers at civilian
resettlement facilities and the national guard is recruiting for internment cops.
The U.S.
army has an ad campaign on its website, looking for people who are interested in becoming an "Internment & Resettlement"
specialist. The military plans a crackdown and roundup of dissidents and other "threatening 'terrorists'. "

specialists will be responsible for everyday operations at military confinement & correctional facilities and civilian

to U.S./NATO military prisoners within confinement or correctional facilities, conduct searches and inspections, prepare written
reports, as well as coordinating all activities of both prisoners and military personnel.
The U.S. military began its recruitment campaign after receiving
a report from the Department of Homeland (In)Security, which warned about domestic terrorists and other extremists who pose
a threat to the nation. The DHS also included a report fr om the state of California via the DoD that all dissidents are described as "low-level
terrorists."

facilities and provide counselling and guidance to individual prisoners within rehabilitative program guidelines. U.S. government and military officials claim that they are not aware of the Internment Camp
policy, but did say that the internment camps would be used for troops trained in the U.S. and then transferred to overseas internment camps & detention facilities.
The U.S. campaign ads describe
issues of advanced responsibilities, such as administration and supervision, full responsibility for the internee & prisoner
camp populations, custody & control for Enemy Prisoner of War/Civilian Internee (EPW/CI) camp operations, custody &
control for detention facilities, and the operation of displaced civilian resettlement facilities.
Bill HR645 or the
National Emergency Centers Establishment Act is pending approval in the U.S. House of Representatives. This bill would allow
FEMA to build a minimum of six detention camps throughout the U.S. on open
and closed military facilities, especially those dissidents and domestic terrorists the U.S. govenment wants locked up. For example, if you refuse to take the toxic
swine flu vaccine, you will be taken to an internment camp as a threat to national security. You will also be designated
as a terrorist for opposing restrictions on firearms, travel restrictions, opposing Obama policies, and other government designated
criminal activities.

The Pentagon has approached Congress to grant the Secretary
of Defense the authority to post almost 400,000 military personnel throughout the United States in times of emergency or a
major disaster.
This request has already occasioned a dispute with the nation’s
governors. And it raises the prospect of U.S. military personnel patrolling the streets of the United States, in conflict
with the Posse Comitatus Act of 1878.
In June, the U.S. Northern Command distributed a “Congressional
Fact Sheet” entitled “Legislative Proposal for Activation of Federal Reserve Forces for Disasters.” That
proposal would amend current law, thereby “authorizing the Secretary of Defense to order any unit or member of the Army
Reserve, Air Force Reserve, Navy Reserve, and the Marine Corps Reserve, to active duty for a major disaster or emergency.”
Taken together, these reserve units would amount to “more
than 379,000 military personnel in thousands of communities across the United States,” explained
Paul Stockton, Assistant Secretary of Defense for Homeland
Defense and America’s Security Affairs, in a letter to the National Governors Association, dated July 20.
The governors were not happy about this proposal, since they
want to maintain control of their own National Guard forces, as well as military personnel acting in a domestic capacity in
their states.

It seems the right doesn’t have a monopoly on American exceptionalism, after all. We’re all
used to hearing right-wingers like Liz Cheney using “American exceptionalism” as a shibboleth for weeding out
heresy in the foreign policy realm.
But liberals
have their own version of that doctrine when it comes to the domestic functions of the state, apparently.
Recently I saw
Ed Schultz on MSNBC, in the context of a story on the murdered census worker in Kentucky, running a clip of Michelle Bachmann’s
comments. She claimed that census data had been used by the government in the past to round up American citizens (namely
the Japanese-American Nisei on the West coast in early 1942). “The government rounding up American citizens?”
Schultz asked incredulously. “That goes beyond psycho talk.”
Now, I’ll
be the first to stipulate that Michelle Bachmann goes beyond psycho.
But Schultz acted
as though the idea of the U.S. government
rounding citizens up was so ludicrous, on its very face, as not to deserve refutation.
Why? Because
the U.S. government is run by the kinds
of angels that James Madison wrote of? Because the American people are uniquely predisposed to resist authoritarianism?
Or just because there’s something “different” about the American genetic makeup, or maybe something different
in the water here?
The idea of the
U.S. government as an object of fear,
that its growing police state powers might be used against the American people for the wholesale suppression of dissent, is
hardly a right-wing preserve, as Schultz seems to suggest.
There have been
plenty of left-wingers, like Frank Morales and Alexander Cockburn, who have chronicled with a great deal of alarm the upward
ratcheting of the police state apparatus over the past three decades. And there were plenty of left-wingers, myself
among them, who freely used the words “dictatorship” and “dictatorial” to describe the powers conferred
on the U.S. government by USA
PATRIOT and the weakening of the Posse Comitatus Act.
I vividly recall
my own reaction, waking up on Tuesday morning, September 11, 2001, to hear the news of the WTC bombings on my clock radio.
My first thought was not of the danger of further Al Qaeda attacks, or of the possibility that they would present a significant
threat to the average American. I figured my chances of getting hurt by Al Qaeda were about as great as getting hit
by lightning. No, I immediately thought of the heightened danger from the U.S. government. My first thought was “Well, Bush and Ashcroft
will probably be able to railroad through the FBI’s entire laundry list of police state measures they didn’t manage
to force through after the Oklahoma City bombing.”
My next thought was “And they’ll give the national security state a blank check to make the world safe for corporate
power, in the name of ‘fighting terrorism.’” And guess what my third thought was? “Oh,
shit. My Wobbly red card’s probably gonna get me put in an internment camp before this is over.”
Anyone who thinks
there’s something unique in the water or in the average person’s genetic makeup that means “It can’t
happen here,” should bear in mind that it already has happened here—many times.
A few years ago
Peggy Treiber, a local liberal columnist here in Northwest Arkansas, wrote a pro-gun control
column ridiculing the idea of private firearm ownership as a defense against government tyranny. It was unthinkable,
she said, that the government would turn against its own people.
Now, if she’d
read Howard Zinn’s account of American history, she’d consider it more remarkable if the U.S. government ever
STOPPED engaging in repressive action against its own people. My God, the most important direct spur to the formation
of the U.S. government in the first place
was Shays’ Rebellion. The people who’d fought the Revolution, seeing the Massachusetts state government taken over by the same Court Party that had governed them
under the royal charter, decided it was time for another revolution. As a result, the Federalist clique of war
bond speculators, mercantile and landed interests, seeing their own party almost defeated by a popular uprising in Massachusetts,
perceived an urgent need for a strong central government to be ready to restore order when people like Shays’ militia
took that “democracy” nonsense too seriously.
Since then, political
repression of the left and of racial minorities has been a common theme throughout American history. Woodrow Wilson’s
attorney general, A. Mitchell Palmer, carried out mass arrests of political prisoners during the war hysteria and Red Scare.
Whether or not census data was actually used, FDR did in fact round up thousands of Japanese-Americans completely outside
the framework of law. The McCarran Internal Security Act provided for preventive detention of “subversives”
in the event of a national emergency, and a long series of Executive Orders issued under Eisenhower and Kennedy gave the U.S. government comprehensive power to nationalize the economy
and conscript the entire civilian labor force in the event of a “national emergency.” COINTELPRO systematically
destroyed a major portion of the American left in the late 1960s, through covert police action. Ronald Reagan, as governor
of California, carried out joint martial law exercises between
the National Guard and state and local police, under the terms of GARDEN PLOT. As President, Reagan conducted similar
martial law exercises (REX-83 and REX-84). Jose Padilla, an American citizen arrested on American soil, was held without
charge for years and tortured into a near-vegetative state, to the point that he was no longer fit to stand trial when the
Bush junta finally decided to hand him over to the regular courts. Cheney, we recently found out, pushed to use the
military to arrest the Lackawanna Six on American soil. You may have missed it in the mainstream press’s
plain vanilla coverage, but the anarchist blogosphere in September was full of first-hand accounts of federal, state, and
local police officers treating the locked-down population of New Orleans
as an occupied enemy.
There’s
absolutely nothing in the psychological makeup of American officialdom that immunizes it against the normal functioning of
Acton’s Dictum. Walter Cronkite observed, in his
early years as a newspaperman in Texas, that it was standard
practice for local cops embarrassed by an unsolved crime to take some friendless drifter into a back cell and break his fingers
until he “confessed,” so they could close the books on the crime. The phrase “shot trying to escape”
(as in civil rights workers) deserves a prominent place in American Orwellianisms alongside “found no evidence of wrongdoing.”
Liberals who
laugh at the know-nothingism implicit in right-wing outrage over talk of American Empire, and the like, should remove the
beams from their own eyes.

inadvertently reveal crucial new info about another 'Secret' Pentagon plan, Northcom CONPLAN 3502, including the “trigger”
for domestic military 'Civil Disturbance Operations.' CONPLAN 3502 and CONPLAN 3501, 'Defense Support of Civil Authorities,'
are the two main military plans used to design the Pentagon's 'footprint' at National Special Security Events like the 2008
Republican National Convention.
Exactly as the Pennsylvania National Guard took over the G20 protester jail operation, other docs show 'Secret' CONPLAN
3502 specifically plans for military-operated detention and search operations within our country. In context, the new material
is the most troubling I have ever discovered, and proves anew that underneath Constitutional limited government, a more brutal
martial framework is secretly, constantly, extending its reach. DHS/FEMA doesn't like it at all when NLEs get publicized so

The NLE2011 presentations & material show a domestic military command system that's accelerated quite a bit since the
1960s. The new documents are in these directories & URLS - all from a planning meeting in March called the Regional Readiness
Workshop (RRW).

The notes in here portray a FEMA & emergency management system in confusion, overall an alarming state of earthquake
preparation for a New Madrid Seismic Zone event. The 11th presentation, from US Army North, was apparently never given due

snap in a New Madrid epic heartland earthquake!
Presentation #11 is about CONPLAN 3501, the sunny-faced all-sized military program working between FEMA and NORTHCOM
to set up joint commands. It's the same plan as the Gulfwater Horizon Joint Command (more below). They put out a happy 400-page DSCA handbook recently to lay out the nice Joint Task Force / Northcom disaster civil support logistics stuff. No riot control gear suggested in
3501. No checkpoints, etc.
But seemingly accidentally, an entirely different intro notes annotation or text was left in the Army's title slide.
Chilling stuff / details below: the notes show incremental updates to the ultimate “bad cop” Northcom mega-plan,
CONPLAN 3502, with the apparent approval of US 5th Army Chief of Staff Richard Francey. CONPLAN3502 is the replacement
for the post 1960s Army lockdown plan, GARDEN PLOT. So this note gives us a new totally concrete view of the Army's recent
'Changelog' of the same damn plan that's been there all along – yeah, it includes military detention centers for US
citizens, other official material proves.

To understand where CONPLAN 3502 & the new info fits, we have to briefly go back to its roots, back to Kent State and
the riots of the 1960s - now these plans are core to the domestic military system's new generation.
Quick History - From GARDEN PLOT & Kent State to (S)ecret 3502, NORTHCOM & More
The US Northern Command, NORTHCOM, near Colorado Springs & the post-Cold War NORAD command center, was set up in 2002
as a Department of Defense counterpart to the Department of Homeland Security. NORTHCOM is a global 'combatant command' with
responsibility for all of North America, like CENTCOM handles the Middle East, EUCOM Europe, AFRICOM Africa, etc. (By the
way, PACOM, the Pacific Command, has 'CONPLAN 7502' setup for Asian Civil Disturbance Operations - i.e. almost certainly ready-to-go
on US bases during the Seoul G20).
CONPLANs are Concept of Operations Plans, basically abstract templates, around 200 to 300 pages long in some cases, which
can be turned into OPLANs, specific local operations plans. Other operations like exercises (exercise orders or EXORDs) can
be generated from CONPLANs as well. CONPLANs are numbered in sets for each combatant command - NORTHCOM got the 2500s and
3500s, PACOM the 7500s etc.
Before NORTHCOM, the US military labeled its plans differently. The urban riots of the 1960s prompted the blue-ribbon Kerner
Commission to recommend a more coherent approach for the military to intervene in domestic emergencies. So the Pentagon secretly
drafted and deployed 'GARDEN PLOT,' also known as Plan 55-2.
GARDEN PLOT laid out the National Guard plan at the Watts Riots, the 1968 Democratic National Convention, the LA Riots
and Kent State. Just like 3502, it kept getting revised after every 'lab test' on Americans. It's really the main foundation,
and in the 1980s infamous Oliver North-related tests like REX84 and in California, Louis Guifrida's CABLE SPLICER were essentially
GARDEN PLOT type exercises, with Pentagon & FEMA-based communications & control.
An early-1990s domestic operations manual was also on USACE server, so it shows the pre-NORTHCOM/DHS way the Pentagon &
FEMA were connected.
Once tiny authorities & connections have grown into bureaucracies with thousands of operatives & staff. GARDEN
PLOT was last modified in 1996, and in 2002 it was replaced with CONPLAN3502. That's the main idea-what's new here is the
latest revision info & the “trigger”.
CONPLAN 3502 = GARDEN PLOT For 21st Century Military Control Ops in America
CONPLAN 3502 is, at a minimum, the classified (S)ecret NORTHCOM replacement for GARDEN PLOT – this means it replaces
the major secret Army domestic crackdown plan of the 20th Century. Careful comparison of all official CONPLAN 3502 references
with the GARDEN PLOT editions – dating from the 1960s to 1996 – proves that certain features like “Civil
Disturbance Conditions” or CIDCONs are in both. CIDCONs are a stages of readiness for an Army units with Civil Disturbance
gear to fly out to US cities. (Like this set of Army gear eerily advertised right now on the Metrodome - a pic from the 2008RNC!)
GARDEN PLOT lists Army staging areas or 'bases' for domestic military operations such as the military fields by the Minneapolis/St
Paul International Airport, which is exactly where they staged to crush the Highway 55 Coldwater resistance protest camp in
2002. The 'bases' are key to understanding what turned up.
There they were, already indexed on Google for “NLE 2011” and “USARNORTH CONPLAN 3501” etc - files
on the US Army Corps of Engineers (USACE) server. Inside the NLE2011 Powerpoint slides from US Army North, the 5th Army under
NORTHCOM, supposed to just be about CONPLAN 3501, 'Defense Support of Civil Authorities' which includes all big disasters,
hurricanes, earthquakes etc.
Instead the title slide's 'notes' or annotation field has a whole bunch of explanation about CONPLAN 3502 including Army
revisions and 'base' changes! This must have been accidentally left within the PowerPoint - as almost nothing else references
3502. It proves the 5th Army Chief of Staff is approving refinements to 3502, apparently (by the date) after they deployed
it in Pittsburgh.
This proves beyond the shadow of a doubt a Colonel Francey, i.e. Chief of Staff (CofS) Richard Francey of the US 5th Army,
influenced the revisions to CONPLAN 3502 - it proves where this thing is getting tweaked.
Why is this here? The military is choked by transmitting all its material in PowerPoints, and soldiers are constantly
throwing presentations together from existing slides, so it's no surprise the presentation about approving revisions to CONPLAN
3502 leached into the CONPLAN 3501/NLE2011 Earthquake presentation. According to meeting notes this presentation was never
actually given as they ran out of time – the actual National Level Exercise 2011 planning conference process seemed
quite messy in execution.
Another major CONPLAN 3502 fact was included to be presented, no less than the “TRIGGER” condition itself.
A slide with very pixellated layout (via MS Paint?) shows the “3502 TRIGGER = CDO EXCEDES T32 CAPIBILITIES” [sic].
Civil Disturbance Operations exceed Title 32 Capabilities, it seems likely, a reference to the different sections of US Code
delineating domestic military operations authorities.
There it is, one heck of a droid many have been looking for. But let's look for further reference hooks to codes of martial
law-like behavior. Turns out there are plenty.

G20 Terrors
The frightening dimension of what must be contained in the full version of CONPLAN 3502 is indicated by footnotes in a
manual for Judge Advocate Generals and military lawyers - Chapter 5 of the Domestic Operational Law Handbook. (PDF 3MB)
The entire JAG manual is frightening, really, for anyone that assures themselves the Posse Comitatus Act really restricts
domestic military operations.
A series of footnotes authoritatively point to USNORTHCOM CONPLAN 3502 as containing everything from handling insurance
claims to domestic military-controlled detention facilities, and domestic military searches and seizures. Yes, really. (And
no one seems to have noticed!)
The same conditions described in JAG manual sections footnoted to CONPLAN 3502 happened in the 2009 G20 Conference in Pittsburgh,
in particular military detention operations at the Allegheny County Jail, and fully armored-up riot control style crowd control.

And well, just look at all these footnote references... Clearly the authoritative source for p99 (PDF #116) - which includes
Riot Control Agents and civilian detainment.
The G20 was a military-supported National Special Security Event (NSSE) like the 2008 Republican National Convention. CONPLAN
3501, “Defense Support of Civil Authorities” is described in some docs as the basis for NSSE plans, since it provides
the planning template for the 'Joint Information Center' and 'Multi Agency Communications Center' structures. But CONPLAN
3501 doesn't include aggressive military-backed crowd control or anything beyond – thus, the harsher military planning
elements seen at the G20 must actually spring from CONPLAN 3502 or similiar & related plans.
Military Intelligence gathering on Americans is another topic addressed in the JAG manual – but until we see the
full text of CONPLAN 3502 the full truth won't be known about this. If major disasters happen, a mixture of CONPLAN 3501-based
command and CONPLAN3502-based repression would be one likely pattern if there's an aggressive military reaction.
Training documents linked to the Garden Plot / 3502 doctrines have been released as well, and the 1985 / 2005 Army Field
Manuals for Civil Disturbances - with amazing artwork and the same Army tactics used on the streets of St. Paul and Pittsburgh.

Various handbook footnotes reference other DoD Directives & policies, but the CONPLAN obviously fills the broad role
of planning, the sketch of the repeatedly-activated patterns of force and organizational logic, including seemingly every
main tactic needed to enforce “martial law” like conditions. If CONPLAN 3502 is not a martial law plan, what
more would you need? Beats me.
Military Template in Action: CONPLAN 3501 & The BP Gulf Oil Disaster
The story's already way too long here, but we recently witnessed another key example to understand this system. The Deepwater
Horizon oil disaster kicked in the CONPLAN 3501-based emergency response planning system. CONPLAN 3501 dictated exactly what
type of structure would control the emergency response: a Joint Command based on 3501 blueprints. To forcibly evacuate a city:
just kick in CONPLAN 3502.
The CONPLAN3501 USARNORTH presentation lays out in perfect clarity how the main domestic emergency military / Homeland
Security FEMA framework actually functions – pretty crazy stuff in itself, not widely understood.
Main feature: NORTHCOM and teams in each FEMA Region HQ Office, called Defense Coordinating Officers / Elements (DCO /
E) are the go-betweens for NORTHCOM, FEMA and locals. (People gotta check these out!)
So in National Level Exercise 2011 the military proposes, under CONPLAN 3501-based plan, to have some Deepwater Horizon-type
joint command set up and run military operations through the DCO offices in each FEMA region converging on the Ohio/Mississippi
river valleys, attempting a simulation of controlling the government in that large multi-state area through a military task
force structure. (Weird but true)
This is the modern federal military plan, no doubt about it. We saw how aggressively the propaganda blackout worked, with
avid & seamless corporate pressure, on the Gulf disaster. Locals from the Twin Cities know all too keenly how intense
and strange the federal-led information warfare campaign from 2008RNC was. So it's no surprise that CONPLAN 3501 includes
crucial features used for media control, including talking points and embedding journalists in DoD operations, in 'rescue'
like contexts, in order to strategically control the narrative.
And right below the nasty “3502 TRIGGER”, no less.
The remaining NLE 2011 material is quite interesting, but these words run long. Researchers should dig in already!
Quick Conclusion: Unconstitutional Martial Supremacy of Military Operations, A Dark Horizon and Bleak Plans
Minnesota Constitution, Article I - Bill of Rights Sec. 14: "Military power subordinate. The military shall be subordinate
to the civil power and no standing army shall be maintained in this state in times of peace."
This isn't the first time people have noticed CONPLAN 3502, but it was earlier labeled CONPLAN 2502. GlobalSecurity.org already has expansive details on Garden Plot & 2502. Here we add the 3502 TRIGGER, and determine it's being updated by the military in certain, classified (S)ecret ways. This
NLE2011 material gives us the 'home address' of a linchpin plan and its Army updaters, more of its context, as well as key
parts of the military/civil control framework like the ten FEMA/NORTHCOM DCO teams sure to play a role in anything.
With a strong chance the 2012 Democratic National Convention will be deployed to Minneapolis based upon a CONPLAN 3501
/ CONPLAN 3502 military footprint for Civil Disturbance Operations, many troubling questions could surface. The post-Civil
War Minnesota Constitution specifically declares that the military shall "subordinate" to the civil power, but with mysterious players like the National Geospatial Intelligence Agency involved in NSSE security, who can answer if secret military protocols (and even satellites!) are "subordinate" to civil authority? How is a classified
Secret plan for crowd control and detention not "superior"? Aren't they trying to "set an example" at each event and security
circumstance, by expanding and extending tactics, most recently at the G20 the LRAD noise cannon and even in Los Angeles,
a prison-scale directed microwave pain cannon?
By and large, public officials, let alone the general public, proceed oblivious to the actual content of plans like these.
Unforgettable and frightening – widely recognized, that's the experience of those who've seen these types of plans in
action. The trauma of seeing a dark, different system in full action on American streets, a true antithesis of the original
national dream. The brutal roar of the war machine makes one feel like an insect on their windshield.
Military on our streets, not just filling flood sandbags anymore. It shifts perspectives, it hardens people, it erases
doubts and soft shadings about the nature of power in America. CONPLAN 3502, as a secret code, is as good a Secret bootup
kernel for martial law as you'll ever find. But that is its weakness: if it was so powerful, so potent, so worth keeping preciously
tucked away, under (S)ecret wraps, then a clear, open evaluation of its Constitutional soundness, in public, wouldn't be shirked,
wouldn't really shake national security. If it were safe (or merely sound), it would be public, not Secret. There is no justification
for secret CONPLANs in a free society. Period.
